49 year old Chan Tai Wak wanted to be elected to the Healthy Village Constituency in Hong Kong's 2007 District Elections. ICAC says he didn't want to wait for the votes to be counted to see if he had won.
According to charges laid by ICAC in July 2009, Chan is alleged to have offered advantages of free body check services to other persons in Healthy Village Estate, North Point as inducements to vote at the said election for him.
He is also alleged to have omitted from his expenses return the pay of student nurses who he engaged "to assist in the body check services and the costs of ball pens distributed during the provision of the said services."
But despite his efforts, he did not win the seat.
He will appear in the Eastern Magistrates' Court later today.
