Gilliam was a disbursing officer for the Army's Alpha Detachment, 125th Finance Battalion, Schofield Barracks in Hawaii. It was his job to pay for projects in Afghanistan. He was sent to Khandahar Air Base from April 2004 for one year, and it was there that he stole the money.
Yesterday, Gilliam pleaded guilty to theft and money laundering.
But what makes this case stand out is that he also pleaded guilty to filing a false tax return. His failing? He did not list the stolen money as income.
